This paper investigates the enabling environment for smallholder vegetable producers in the Southern Philippines using a Complex Adaptive Systems (CAS) framework. The enabling environment contains the right conditions that allow smallholder producers to reduce market risks and failure caused by changing consumer preferences and changing market structures. Analysing the enabling environment using a CAS framework provides a better understanding of the situation, extending the scope of the analysis and providing better insights into how to overcome the challenges required in the enabling environment.
