REGULATORY HURDLES ANTICIPATED FOR HORTICULTURAL TRANSGENIC INNOVATIONS

While overcoming technical challenges remains foremost on the minds of scientists developing improved horticultural planting materials, the hurdles associated with obtaining regulatory approval and maintaining effective stewardship of new cultivars needs a more prominent place in project planning and implementation. This paper reviews the current status of regulatory approvals for transgenic horticultural products and will outline the requirements for obtaining regulatory approval in today’s precautionary climate. In addition to environmental and food safety, the burgeoning requirements for socio-economic and trade impact determinations together with international best practices for stewardship of transgenic materials will be presented using improved potatoes as an example. Scientists undertaking plant improvement research will obtain a clear picture of the safety and non-safety data needed to support regulatory applications for transgenic plants.
